PURPOSE
To guide dreaming, policy advocacy, funding priorities, and legislative engagement through a shared vision of care, equity, and justice.
Why This Framework Exists
The policies shaping our lives today were largely built for extraction, speed, and exclusion. They reward profit over people and survival over wellbeing. The dreams collected at Women’s foundation of Oregon are spoken by women, caregivers, organizers, entrepreneurs, artists, parents, and community leaders and offer something different:
A future where care is infrastructure, rest is a right, and equity is measurable and lived.
This framework translates those dreams into policy principles that can guide legislation, budget advocacy, coalition-building, and systems change in Oregon.
At their core, these dreams call for a world where care replaces extraction, and people matter more than profit. Across every voice, there is a longing for safety, dignity, rest, and abundance, not as luxuries, but as rights.

Development of Justice Distinction concept - A Framework for how WFO will contribute to the understanding and realization of Justice in Oregon by 2033
JANUARY 2025
Development of Theory of Change begins
June 2025
First AWE Experience with non-profit leaders funded in Sisters, OR - soft share of WFO’s place in Justice work of the future and how collective dreaming can be a framework was introduced
July 2025
Finalization of WFO Theory of Change, WFO starts collecting Justice dreams of the community
August 2025
Dreaming initiatives included in all WFO meetings, WFO continues collecting Justice dreams of the community
September 2025
Public Share of Theory of Change and WFO new approach to Justice work and WFO continues collecting Justice dreams of the community
December 2025
WFO holds annual Winter gather with a Dream Tree as the focus, WFO continues collecting Justice dreams of the community
January 2026
WFO analyzes all collected dreams for 6 months and develops the Abundance For All policy framework
March 2026
WFO Shares first collective dreaming policy framework designed from the theory of change approach to justice.
